1998, Arizona Vital Records were opened by House Bill's 2129 and 2042.
The
Arizona State Archives now has microfilm of the vital records.

Very Helpful Information:
If you are looking for a birth record for someone born in Arizona 1926 and earlier, or a death record for someone who died in Arizona 1951 or earlier, either visit or contact the staff at the Arizona State Archives.
Photocopies of those vital records are ten cents a piece if you do your own research and twenty-five cents a piece if the Archives staff does the research and copying for you.
These photocopies are not certified records.
Be aware that if you contact the Arizona Vital Records Office for the same records, they will charge you the six or seven dollar fee. In addition, you will have to prove that you are related to the individual you are researching. Archives staff reports several instances of researchers who have spent close to one hundred dollars and most of a day at the Vital Records Office, trying to get their ancestors' birth and death records. They then go to the State Archives to do research in the county marriage and probate records there, only to find out that they could have obtained copies of those same birth and death records for under three dollars and at a fraction of the time.
